[CIG-MC] Removing Tracer Advection

It's not clear to me why you want the tracers to not move, since that is the whole point of using them.  The easiest way is to comment out the relevant lines in Tracer_setup.c::tracer_advection() (predict_tracers(E) and correct_tracers(E)).
